The organizers of Camp Loll, a Boy Scout camp off the southwest side of Yellowstone National Park, say new National Park Service guidelines unfairly penalize their access to the remote Bechler Canyon area of the Park and would severely curtail the number of Scouts taking advantage of Yellowstone.
